yes, that is by design. the FCC will not approve ones that do not come back in less than 15 years or such (to avoid too much stuff up there)

but this is a good thing. by then we will have much more powerful ones to replace them with. you just need to deliver enough bytes during the lifetime to make it worth it. (and these pups DELIVER ;-) )
