Yes, Hamas is damaging for Israelis and for Palestinians, agreed. But when human is in an untennable situation (e.g. Gaza) there is an overwhelming desire to "do something". In extreme cases even when "doing something" is knowable to be an action that it will make the situation worse.

Here is a proposal for how one might provide a different path to "do something" and would not require consensus from Gaza to make progress. Tell me what you think:
