YES! exactly that. But I think this is a case of intellectual belief and emotional belief being at odds. Even in myself I see intellectually that GAI will totally dominate humanity with virtual certainty, and with a likely short(-ish) timeline. Emotionally I cannot quite believe it. So it does not inspire the same fear that belief that Russia is going to nuke my city in the next few years would invoke. The latter would inspire action in the way the former does not.
