Well a low level test would not be appropriate. But one can design incredibly open ended scenarios, and then ask the candidate to 'lead'. There is no right answers for this kind of a test, but you can feel who can lead, and can tell even which areas they will be strong and where they will not be.

tricky test to build, but very valuable! (Just be sure to PAY them for their time, else only lesser candidates will put up with you. and do this very late in your hiring process, so they know they are a real contender for the role.)
