My aim is to follow your direction. Make Palestine wealthy so they don't want to attack.

BUT I need to be realistic, for years (maybe decades) some will still want to attack. Thus we must progress in a way that does not provide means to attack Israel.

This is the trick I am trying to solve: provide some wealth and some freedom WITHOUT providing increased means to attack Israel. (This is quite tricky to achieve.)
