The rule against assassination is not a moral one it is a pragmatic one setup by super-powers.

waging war is expensive for the attacker, but killing leaders is cheap. it would level the playing field if that were fair game. And it would basically mean that leaders would need to being living in a underground bunker in all countries at all times even before they were elected.

not saying the rule is correct, but that is why it is.
