Perhaps necessary, but not sufficient.

I feel many other locations could have ended up rich but did not, as their leadership and stability did not support it.

So I think one still needs to give much credit to a place like Singapore. sure they were geographically lucky, but others along that straight could have been so lucky too. Same for others, geography is only the fist half of that story....
