My understanding is that Arabs that live in Israel proper are pretty happy to stay there. I don’t think they are fleeing are they? Do you know the numbers that are fleeing in West Bank. I just did a google serach it seems that the population of the west bank has doubled in the last 30 years. So this strategy seems to be failing. Maybe I am not understanding you?
