I am skeptical. If you are poor in India, then you know someone already in Dubai, so you know the score before you go.
The truth is, there are places in this world WORSE than being poor in Dubai. That is why they go.
Still I would be in favor of a law that says anyone who goes, needs to have a pre-paid ticket home, thus any pirate would need to build that into the benefits they give... maybe they could require a 3month stay before the ticket is used?
I have visited Qatar, and the workers there are very very clearly treated as fourth class citizens, even as a PhD ranking professional I was only second class. So I am not saying the picture is rosy.
I just get upset at the "let them eat cake" attitude (not focusing on you) that I hear from liberal circles. Sure such conditions are unacceptable, but it is GOOD that Dubai has unacceptable conditions to relieve those who are in EVEN MORE UNACCEPTABLE conditions.
