C.S. Lewis has a very interesting take on this.

In is super short and fun book the great divorce he describes hell as a downward spiral that we freely embark upon, and heaven as an upward spiral that we freely embark upon.

In his story the choice isn't even fully made for all peoples before death, but since both evil and good are self reinforcing effects, it becomes harder and harder to use your conscious choice to pull away from either direction the deeper in you go.

But key for his interpretation, the gates of hell are locked from the INSIDE by each person refusing for eternity to move towards God, not by a God from the outside who is not welcoming them.
