A gov agency knows congress cannot afford to declare failure. so there is always more money. On a fix price contract it is BANKRUPTCY. and go find another job.

Even the strategic choice to have a space shuttle is a gov convenience. As a for-profit endeavor it would have been eclipse by competition (if it was ever executed).

I used to be a PM at DARPA. Let the gov fund, and let the corp world do. But ideally shape gov goals to match corp goals enough that the broader corp community can participate.
